“Clearly, what the numbers tell us is there is perhaps a certain fatigue in the population. When it’s been four, five, six weeks (of near lockdown), maybe people have started to allow themselves certain contacts.”

Drouin was asked about a memo her department sent to the Quebec government on Oct. 26 recommending that certain measures be softened in red zones. For example, the department proposed that indoor gatherings in private homes of unlimited numbers be allowed as long as visitors come from only one other household, and that fitness centres, libraries, theatres and museums be reopened, with restrictions on the number of people allowed in.

Drouin said her department was proposing not so much a softening of measures but rather “better targeted” measures. Certain activities that pose little risk for virus transmission could be allowed, she said, in order to reduce the negative mental health impacts of isolation and improve compliance with other measures.
